Many things can go wrong with a home’s windows. One of the common complaints of painted shut windows. Tom Silva demonstrates the step by step process of fixing a painted over window with different tools in this video.
First, slide a putty knife between the sides of the window and sash, where the sill meets the window, and once more where the top and bottom parts of the windows meet. If that doesn’t work, you’ll need to remove the sashes, and if necessary, remove the window from its frame. Once it’s removed, remove all paint from the sashes and window, replace necessary hardware, then paint and prime.
This fix may be difficult to do, but being able to open the window is worth it.
